Libraries avaliable in app and online differ

Libraries avaliable in app and online differ:

online:

in app:

some are in both locations, others are in one but not the other (eg. 'Stock Templates' only in the online version). 

Also, some stock images open in photoshop when double clicked, and some don't.

Can I please ask why that is?

The context is important. Adobe stock (libraries) shows only stock assets.

Photoshop only opens Photoshop associated pictures. That is an OS feature.
