Licensed vector image contains only pixel graphics

Hello,

not for the first time i've experienced that a vector file ip purchased from adobe stock does not in fact contain only vector data, but parts of it are rasterized so that it is completely unusable. what can i do about this? And why are these files indicated as vector?
