May I edit an Adobe Stock vector without violating copyright?

After licensing an adobe stock vector graphic, am I allowed to edit the AI file in any way I need to for my use case? Or would doing so potentially violate the copyright agreements for the standard license? 

Specifically, I'm hoping to license something similar to this map of the united states: and edit the colors and scale of some objects for a commercial video.

With the exception of Editorial Licenses, you may modify the asset.  Here is a link to the to the Licensing Information and Terms:

An excerpt from:  https://wwwimages2.adobe.com/content/dam/cc/en/legal/servicetou/Stock-Additional-Terms-en_US-2021012... states that you are allowed to modify the asset.

3.1. Standard License and Specific Restrictions for Works. The license described in this section 3.1 is referred to as a “Standard License”.
(A) Standard License for Works. Under a Standard License, we grant you a non-exclusive, perpetual, worldwide, non-transferable (except pursuant to section 6 (Additional Rights)), non-sublicensable license to use, reproduce, archive, modify, and display the Work, in all media, for (1) advertising, marketing, promotional and decoration purposes; and (2) personal and non-commercial uses, up to 500,000 times as further described in section 3.1(B) (“Standard License Specific Restrictions”).

It would be worthwhile to read through the document to ensure you are in compliance with the restrictions as well.

I will point out that this is my interpretation and I am fairly confident that the modifications you are suggesting would be in compliance.  However, I am not an Adobe employee nor am I lawyer.
