Online Licenses Not Available in Your Region

Hi, I’m trying to purchase a subscription for a month on Adobe Stock but I keep receiving the message: Online Licenses Not Available in Your Region. 

I’m based in Monaco (next to France), is my location maybe not covered by Adobe products? I didn’t have a problem with Lightroom before though.

Can someone help me fix this issue please?

Monaco doesn't seem to be on the list of countries where you can buy a stock subscription. I don't see Monaco on the list of countries. Stock is a different product than Lightroom and what may be possible there may not be possible here. And I know by experience that small countries are very frequently left out, either because of administrative burden or simply because that are normally handled by a bigger country like probably with you in France.
