This image is really poor after viewing the purchased version. Looks like a security camera screen grab, with faces blurred out - not usable. Should have credit refunded.

Blurred faces are a normal part of the preparation of images with people in - to avoid having to get hundreds of model releases. I don't know if that's the only issue though. You probably should contact Customer Service.

On Adobe stock as a contributor, you need to have model releases. If you blur faces, that's a technical issue.

It may well be, however, that this asset is an older pre-Adobe submission. @Contributor1 can help us out.

Model releases are not typically required for 'public space' images, or no one would be able to take a photo with their smartphones outside their homes.

This picture does seem to be security footage, whereby it's origin is suspect to say the least.

Adobe DO require model releases for every identifiable human in every picture, including streetscapes. This may exceed legal requirements, though of course it depends on the country; in France it IS a legal requirement. It does exclude from Adobe stock many pictures people might legally take. There's a difference between taking a picture, and being able to license it for commercial gain, for use in advertising virtually anything... Adobe do not accept editorial images as a way of escaping this. I hope you find what you need.

Model releases are required by the contributor for stock images, even if the model release would not be required by law for some applications. This is to be sure that the asset can be used by the buyer in all allowed use cases.

The only exception to this is the editorial use only, where neither a model release nor a property release is needed. Editorial use pictures follow a different set of rules.
