Poor quality of a purchased image

I have always greatly appreciated the quality of images that are available at Adobe Stock, but I just licensed and downloaded an image that shakes my confidence. AdobeStock_213000464 appears to be a very low res/pixelated image that has been resized, and due to its quality is completely unusable to me, and I expect others.
