Poor Quality Vector Looks Ripped Off From Another User

I downloaded AdobeStock_98268514. When I got into the file and looked up close, I discovered a poorly created vector, maybe image traced vector.

I went back to Adobe Stock to find another image, and I found AdobeStock_139308570. Same image, different user, much better quality (blue one). This leads me to believe the first one I downloaded was a rip off of the second one I found.

I wanted to report this and see about getting my credit back.
