Problem between the preview image and the rendering of the delivered file

Hello, I bought this file : https://stock.adobe.com/fr/images/happy-new-2020-year-futuristic-glowing-neon-light-sphere-with-burs...

 

that I opened with illustrator cc version 23.0.3. The rendering is absolutely not the same at the definition level, lights, etc ... There is a problem of visual rendering that I open the file.

I tried on photoshop and it is even worse (it fully pixelated beyond 200 pixels x 200 pixels. And it is proposed as a vector file.There must be a problem somewhere.

Gives the attached screenshots between the version shown on the opening display on illustrator and photoshop(up to 570pixels x 570pixesl for test)

Yes, me too I have problems with this file.  The file has been created
with Adobe Illustrator 21 but it looks like the file has been saved
downgraded to a much lower version of Illustrator.
