Your purchases only go to the library when you have configured your account as such. You can redownload your purchased assets by checking the license history: https://stock.adobe.com/Dashboard/LicenseHistory
May be you could explain more in depth what you are missing, if the link above does not help..

contact adobe support. there are 2 ways to contact adobe support; chat and twitter (now x):
chat:
if you have or want to purchase a subscription, use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.

You need to be signed in to your Adobe account, for this link to work. It may well be that your firewall (or add blocker) blocks some addresses. You could try first, by disabling all add ons to your browser, and then using the link. You could also try on a different network (home, work, cell) or a different computer (laptop, desktop, phone, tablet). (You could also disable your firewall, but I would not recommend staying like that for an extended time. The firewall is an essential tool to protect your computer, but if it is overconfigured, it can block useful addresses, too).
