I am also having this issue. Why would anyone have an image without layers? This is the second purchase that I cant use. I dont realize it until I open it in AI or PS.

I have checked the file(24017945) at my end and noticed that it is a JPEG file.

The JPEG format does not support layers. When you save a layered file as a JPEG it saves as a flattened copy - but the content of the layers will be baked in.

If you want a file with layers, I would suggest you to download a vector/AI file from Adobe Stock website.
