I am having this exact same issue but my jpg file size is only 943 KB and i have an upload limit of 512MB
I even opened the jpg file in photoshop and converted it to a PNG file and that still did not work

Please confirm us the file Id of the image number that you've downloaded so that we can check at our end and confirm the same to you.

I have the same issue. It wont let me upload it to Wordpress. THe image is the issue. Not Wordpress
Ask in Wordpress forum. They will have a much better idea what could be wrong.
