Sorry to hear that you are facing issues while cancelling your Stock subscription. I did go through your account details and noticed that you had purchased Adobe Stock 3 pictures per month (monthly) plan on 8th July 2017. Currently, it seems that there is a payment issue on your account and that is the reason your account is in a suspended state.
