About a year ago, I purchased a stock motion graphic template for Premiere Pro and added it to my library. At the time, I was using my personal Adobe account on my computer at the university where I work. Since that time, the university has purchased an Adobe plan and I have switched to that account with a different login, etc. However, the stock motion graphic template that I purchased for work is still on my personal account's library. Is there any way to transfer that template to my work account library without having to re-license it?

It looks for me like it needs to get relicensed, except if it's still for your use as a student and not for general university use. The computer or the account who was used to license the asset is not relevant, but the owner/user of the licence. How to transfer a mogrt file from one Adobe install to a different one needs to be asked in the Premiere forum.

Look here for more information on licensing: https://community.adobe.com/t5/stock/links-for-licensing-terms/td-p/11366788
(Disclaimer: As always with licensing, this is my interpretation of the rules. I think they are correct and advice is based reading and interpreting the licence terms and on fair use for both the buyer and the artist/stock company, but I cannot rule out that my interpretation is wrong. I'm not an Adobe employee).
