Adobe Stock downloading as unusable pdfs please help

I've tried several downloads that show up as pdf's I don't have a "program to open them." When I try to open them Adobe Pro tries to open but gets blocked. Why aren't these downloading as pics? I'm sure I've been charged for many downloads I can't use. Please respond to <REMOVED BY MODERATOR>

How do they „show up as PDF“? What does that mean „Adobe Pro gets blocked“?

If you are downloading vector files that download as .AI (Adobe Illustrator), you should open those files with Illustrator. That is the only case I can imagine that could eventually cause a similar effect as the one you describe.
