I have a creative cloud subscription (annual plan $52.00 per month) but it does not include any images from Adobe Stock? Even if I was a simple vector of a black and white animal I have to pay $80 to license it? Am I missing something?
Adobe Stock is not included in the Creative Cloud All Applications Plan. You need to buy a plan separately for standard licenses which you might need. Also, for an enhanced/extended/editorial license, you can go for credit packs or simply buy them as an individual order.

If the price you are seeing is $80 then you are either attempting to license a video, a premium asset or an extended license. Subscriptions are for standard assets which are none of the items listed above.
