According to https://helpx.adobe.com/stock/help/plans.html, and the list of countries where you can buy an Adobe stock subscription, Colombia is not listed there:

Adobe Stock subscriptions for Creative Cloud teams may be purchased at any Adobe reseller. Adobe Stock subscriptions and licenses for individuals may be purchased online in the U.S., Canada, Mexico, the UK, Ireland, South Africa, New Zealand, Australia, Japan, Russia, Brazil, Netherlands, Norway, Sweden, Denmark, Belgium, Switzerland, Finland, Luxembourg, Germany, France, Italy, Austria, Spain, Portugal, Greece, Poland, Czech Republic, Bulgaria, Estonia, Latvia, Lithuania, Hungary, Malta, Romania, Slovenia, Slovakia, Cyprus, India, Hong Kong, Singapore, Philippines, Thailand, and Taiwan.

I am sorry you are having difficulties trying to purchase Adobe Stock. We do support purchases for users in Colombia, unfortunately we haven't updated our FAQ to reflect this. Please use this pattern for your CIF number: XXX.XXX.XXX-Y and please let me know what pattern are you using? We only recently added Colombia and it appears we did not account for the pattern that is failing for you.
