Right now I'm fairly confused about the licensing terms but here's what I'm trying to do. I want to make an indie game (that I will sell commercially), and want to mix and match different Adobe Stock henna designs to create a tattoo for the protagonist's arm. What license would I need to do this? Would a Standard license work? If so, does the "viewing restriction" apply to games? Or do I need extended licenses?

Any Adobe Stock asset which you intend to use for reselling purpose or for merchandise requires an Extended license.
