Downloaded and Licensed Photo with Odd Quality

I licensed a photo and downloaded it. I tried using it in Photoshop. When I opened the photo, it has a line running horizontally through the center. The top and bottom halves are slightly off from each other, and the bottom half is noticeably lighter than the top half. I deleted the photo and re-downloaded it, same result.

It opens this way in any photo viewer, and Photoshop.

Any thoughts or suggestions? Just a bad picture?
