How is this fair?
I must be able to cancel the subscription and still keep the amount of pictures I can download without losing them, I mean that is what I paid for.

You will lose any unused quota if you cancel your subscription these are the terms that you agreed to when you signed up for your subscription.

subscription runs out, you don't have to wait to cancel it one minute until

images, not the actual amount?

Think of it like a cell phone subscription with free minutes each month. You can carry forward the minutes for a while, but eventually they are lost. And if you cancel the subscription, all the minutes are lost, even if you never spoke on the phone at all.
Adobe don't expect subscribers to use all of their credits, any more than the cell phone company expect everyone to use all of their minutes. But with careful planning you can do this, and get the most from your fee.
