Image captured from video - Standard or Enhanced license applies?

If I am using an image that was taken from a stock video, and using that image on marketing material, would the standard or enhanced license apply? I think the enhanced license would apply:  1) default enhanced license applies to stock video/premium images and 2) both standard and enhanced license allow Work to be modified.

Am I correct here?
