I want to offer a library of pre-designed graphics that contain Adobe Stock images for my clients to use for social media. So, design once and used by many. How do I go about licensing for this scenario?

You can let the clients see and choose images, but if they want to use them in any way, they need to license it themselves, or you need to transfer the license (meaning you don't have the license any more, or you need to buy another). It sounds to me as if typical stock licenses (including Adobe Stock) don't suit you.

Customer A dies not want what customer B got. Each one wants something individual. The references you produce are just to show them what you are able to do.
If you want to go your way, each time you sell a design, you need to license the assets for the customer. That will work, from a licensing standpoint of view.
