I try to licensing one image and I have about 80 images credit left to download but it say that it was a problem with payment and ask me to check it.

Why can't I download even that I have a lot credits on my account?

Once you clear your blocked payments, your subscription will be reactivated and you can use your remaining assets. After that, if you wish you can cancel your subscription by following the steps as mentioned in the help document: Cancel your Adobe Stock membership

Note: Please download all the assets prior to cancelling your subscription.

I have 118 credits on my account. If I cancel my subscription, will I be able to use those credits? Or do I need to maintain a subscription?

I would suggest you download all your assets (118) prior to cancelling your Stock subscription. The downloaded assets remain in your license history.

Even after the cancellation of the subscription, the assets remain valid until the last billing date, after which they expire if not downloaded.

At the end of your subscription, when the cancel will get effective, all unused rollover assets will be gone.

This means that you need to keep your subscription life to keep the rolled over assets. If you cancel, they will be gone. If you restart a subscription, the the rollover count will be 0.

If you do not need regularly stock images, best is to get them as needed by buying credits.
