Need the vector file not jpeg

I have bought an adobe stock pattern file that looks like a vector, but it is a jpeg. I have contacted the artist, who says that there is a vector version and that Adobe stock should have it. Any ideas how I can get it? Image is AdobeStock_235188894.jpeg  You will see that it has been created initially as a vector.

Before you buy, you should pay attention to the file type. It is always indicated under the picture.

I searched for the vector file using an image search and couldn't find anything.
