Stock Image not layered and TINY?

I downloaded this image:

Abstract Vector Illustration Halloween Sale Background - image | Adobe Stock

When I open it in photoshop it is not layered and only 400px!

Am I doing something wrong? I have never had this issue before.

Hi,

It looks like this image can only be used in Illustrator, however, as an exception, I am adding an image credit to your account so that you can license a different image instead.

Also, I have reported the image to the concerned team as this is not a software issue but  an issue with the image itself.
