Stolen art

I wanted to ask this question, I found this person who had bought a piece of art on this site he said he bought the license to do what he wants with it, thing is the real artists didn't post the artwork up for sale on this site, didn't give whoever posted it permission to do so. Now since the artwork was stolen, does this person still have the right to use said art as he pleases? And what can the real artists do or say to this person to stop using the real artists art? Since he didn't buy the license from the real artists.
