Time Change Animations?

Does Adobe have any animating clocks that can be used for the time change (spring forward and fall back)? If not Adobe, do you recommend another source?

Time change? You mean increasing or decreasing the frames per second on videos?

There is no option to do that. You need your video editing software like Premiere to change the frame rate.
