Vector and JPG image has very low resolution

Hi, I just used 1 credit to by the following:
https://stock.adobe.com/images/camera-lens-diaphragm-row-with-aperture-value-numbers/211641473

When downloading both JPG and vector file, and opening them with Photoshop, everything is very pixelated, like the original image was low res and scaled up (see screenshot).

Is this normal?
