The blender has several resources available, which also exist in Substance Designer, for texturing without the need for bakes.
Is there a plugin for Substance Designer to create without using bake maps?
or package of nodes/trees that perform this function?

The only time you need to bake is when your material needs input on the mesh itself. For example if it needs info on where corners, edges are placed, which way is up etc . Other than that, it is not needed.
