Hello,

To get a 3D relief you need the heightfield/heightmap of the terrain you wish to model. There are tools online which let you extract such maps from satellite data.

Color information can be included by these tools, or can be overlaid using aerial/satellite photography of the same area.

Properties such as metalness and roughness require advanced algorithms to 'deduce' from these photographs. You can try your luck with the Image to Material tool in Substance 3D Sampler. If that does not provide the results you expect, you can indeed use Substance 3D Designer to build these maps.

Best regards.
