is there any specific configuration or plugin to improve the operation of Substance designer using the GeForce RTX 2060 video card?

and with Blender, is there any way to improve how it works when used with Substance Designer?

Substance Designer should recognise and use your card without issues. Are you seeing any problems that may suggest it is not?
