How to Create a Material Preset inside when using Substance Designer?
Couldn't find any tutorial on that.

Create your material with some exposed parameters
Click on a blank area of the the graph and under "input parameters" you will see three tabs. The first "Parameters" shows those exposed parameters, the second "Preview" gives a preview of how they will look to the user but it is the third you want - "Presets"
Use that tab to build a list of presets. You can give each a name that will mean something to the user, and for each preset adjust the exposed parameter values. Once built you can go back
