But all it does is export it as a base material.
I want to export it into something like this, with scalable proportions:
But instead I just get this:
There are a couple of steps
1. Add an Alpha merge to your normal output to create the transparency
2. Add a normal tag to the graph
3. Export the normal output as a png then for the icon - click browse and use that exported png as the Icon
4. Publish the material as sbsar to your Painter shelf location under 'Textures'. It should appear when you next open Painter.

Thanks - in the sbs graph properties change the material type from 'Standard Material' to 'Unspecified' and republish to the texture location in your painter shelf.

nvm, i figured out where to find those things by selecting the sbs in the explorer, but it still forces me to import it as a base material into painter

Click on an empty space in the Designer graph - that way you are tagging the entire graph not a particular node.

Again - click on an empty space in the graph. You add the icon to the graph, not to a node within it.

You don't need to import it.
Follow the exact steps in my earlier post. At step 4, I described above, publish the sbsar from Designer. When asked for a location, choose the Substance Painter library location and put it in the Textures folder. It will appear in your shelf when you open Painter, without any additional import steps required.

It doesn't show up. I tried putting it in the textures folder, and also in a folder within the textures folder, to no avail. Is there not an alternative way? There must be, given that I've downloaded sbsars people have made, and when importing them, you can choose their category, like this for example:
