Cant open project - "Failed to open projectsettings.ini"

When trying to open my project, I get the error 'Failed to open Projectsettings.ini' and then substance closes. 

The project file was working fine the last time I was working on it, a few months ago, not sure what has changed. 
If its salvagable, please help, this is for my work
