I haven't found any good beginner stress on beginner videos on how to make a decal. Assuming The Adobe team runs this community, can you post a video on your youtube? I'm trying to make the following effect and have not found a good solution in the substance library. Actually, you can actually add more ripped decals to the library for people like me who subscribe. Or do both add more and do a video.
I'm trying to achieve this.
Any help is much appreciated.

Thanks for the request, I'll share this thread with the team in charge of the tutorials.
Creating your own decal is possible trough many workflow. If you have access to the entire Substance suit, I'd personally advise you to use Substance 3D Sampler. This way, you'd be able to use the image to material feature that turn a simple image into a material.
Also, I'd recommend you this tutorial, which isn't really the same thing as what you're trying to achieve, but gives an interesting workflow.

You could also use Substance Designer to make a decal. Make it as any other PBR material, which could be entirely procedural or based on your image. There are though a few important extra steps over and above a normal PBR material which will make this work as a decal in Painter with transparency around it.
a. Add an output with the identifier opacity and Label Opacity.
b. Set the Usage for that output to opacity
c. In User Data for that output add opacity; IsChannelsAlpha=true
d. Feed that output node with a mask around your decal i.e. black surrounding it and white for the decal
e. For the graph Attributes dropdown list set the Type to Decal Material
