From Painter 7.4.0, If you have two monitors, then you can undock the 2D or the 3D view and move it to the second monitor like:

I was about to write for this idea, and see that it was posted here.

We need a general window that we could dock all panels like we wish. A pratical example is the Blender interface that let the user open a new window and set the panels needed.
