Building an Atlas from .sbsar files in Sampler and need a more efficient workflow

I am making a material for Froot Loops in Designer and want to build an atlas of all the pieces of cereal to best create the splatter of different colored loops. I've made a handful of froot loops and am now planning for making the atlas in Sampler, but the inability to transform individual materials/stop materials from tiling is making it nearly impossible. I was going to just create a custom mask for each loop and then use that in conjuction with an atlas splatter to spread them out, but I'm tyring to find a more efficient way. My current plan is to use a custom filter to transform the shape and stop it's tiling, but I can't get the mat to stack on my custom filter the same way it does on Atlas splatter.
