I am new to 3D Design and Texturing.
I was wondering if there was a way to create this kind of glazed ceramic texture in substance 3d sampler?

Yes you can.
You'll need to understand how 3D Sampler Works and know its filters ( the first ones I could suggest to you would be Surface Relief to achieve the drops or something similar, the fill to chieve the color and drive the roughness to a glossy state). I also suggest you to explore all filters and figure out how they work and for what you can use them so you don't limit yourself by things you could see or read.
