I am importing FBX files from Modo 15.1 and the default material in Stager always has an emission value of 1.
I am just using Modo to create material groups, I'll change the base color but all other settings are left as default. I am unable to see any basic color break up because of this.
Unable to attach the LXO or ZIPfile but am happy to provide sourcefile.

I can see the base color after changing Emission value up to "0" value in Stager. Did you mean that?

Yes. I am just trying to figure why everything exported from Modo comes into Stager with an emission value of 1. I don't know if it is a Modo issue ot Stager issue honestly. This makes everything 'glow white' when imported, so I am unable to see any color break up from imported objects.

IMHO the problem is how Modo and Stager processing taxtures in FBX. I am not familar with Modo. Is it possible to export obj from Modo?

This looks like a problem (be it bug or by design) in Stager as I've just tried two things:
1. Importing your pen model to Blender - where it looked fine with emission strength of 0.
2. Exporting a separate model from Blender (as fbx) with emission strength of 0 but colour white (H,0,S0,V1). That was imported to Stager with emission intensity of 1 and colour of white. In other words the emission strength is being changed from 0 to 1 on import (or is being taken from the colour value)
The same model re-imported from fbx back into to Blender looks correct with emission strength still set to 0
As a workaround, try setting the emission colour to black (0,0,0) before exporting which imports to Stager as strength 0 i.e. no emission.

I tryed with Dimension and it import color object. Interesting that Dn do not take in account Emmission. By the way importing into Substance Painter give the same result as Stager. I think @davescm is correct that this is default setting for Stager.
