Unable to add user to a Premiere Pro Team Project - People Graph unavaliable

I have a new team project that I want to invite a collaborator that is also a user holding a license in my team. I paid for the license and he is one of two users in my licensed account. The error message I get is "The People Graph service is currently unavailable. Are any other users having this problem?

Umm. OK. A reboot seems to have fixed it. Never mind. ...software. Ugh
