Hello. I’m trying to setup a teams project for members to edit the footage remotely. I setup the teams project and share the media via adobe cloud. I don’t want to share the large original footage in the adobe cloud instead create proxies in the teams shared folder. My colleagues can access the project ok but...
In the premiere project I can create proxies from the computer that created the project - this PC has access to the original files, but for my colleagues working remotely (with access only to the proxy footage) they are unable to make subclip from the footage, the option is greyed out. any ideas please?

Premiere doesn't allow you to make subclips from proxies.
I think what you need to do is make transcodes technically ... smaller file-size copies with the same name and data. Then distribute those to your co-workers. I think this works. Check and see if say MediaEncoder gives the t-codes the same timecodes, and when your co-workers link to the media, it shows the same as in yours with original media.
If it does, then you should be fine.
And I hope someone from the TP staff will hop in ...

Neil is correct, you can't make subclips from proxies, but the user with access to the original footage can. After sharing them in a Team Project other collaborators with access to only the proxy files should be able to see the subclips and manipulate the in- and out points.

How about the workflow I know some have tried, doing small-res transcodes with identical name/timecode, so that they can essentially do an old-style online/offline proxy workflow?
That way everyone can do subclips or whatnot, and the person who 'holds' all the original media must be the one to do any exports, but ... it would seem to get around shipping p-bytes of data on disc.
