Content Creator for Digital message board

Which application in Adobe's Creative suite would be most useful in creating both animated and static content for digital message boards(LED signs RGB)?  I know I can design in illustrator and export in various file types to create static images, wanted to know if there was an application for creating more elaborate motion graphics

So I guess if you make animations in After Effects you're kind of screwed if you want to optimize into a vector animation eh?
