WHAT PROGRAM TO USE? for Online Magazine

I'm currently using InDesign to create an online magazine.

Most views are via mobile devices.  Is there a better Adobe program/software that I should be using... a fellow colleague has suggested Muse...

It really depends on the use. Neither of those products are the ideal for creating an online Magazine. Especially if you need to be always updating content and articles.

Is this a magazine to be downloaded to devices or just a website in a magazine format?

If it is an actual magazine to be downloaded then InDesign is definitely the way to go. If it is just a website then you can certainly use Muse but Muse is not really the proper tool for that type of site either. To do it properly you will want to use Dreamweaver and build it from scratch with PHP/MySQL. So really Dreamweaver or Muse are your best options.

Muse = Easier to use + harder to maintain the site

Dreamweaver = Harder to use + easier to maintain the site

InDesign = for actual downloadable magazines, not really practical for websites.
