If you have Creative Cloud Full Plan, look at Premier Pro and After Effects.

The learning curve is a bit steep, however.

Outside the Creative Cloud, there is a stand alone Premier Elements which is much easier to learn.

Like Nancy said, Premiere Pro and After Effects would be your top picks in the Creative Cloud.

On mobile, you can use Premiere Clip. If you want to add additional effects, you can bring your Clip project into Premiere.

There are a couple of other options, depending on what you're trying to make. You can make movies in Animate CC or Photoshop CC. Animate allows you to do more animation-type effects, and Photoshop allows you to build on your knowledge of Photoshop to create video. Photoshop's video editing tools are more limited than Premiere or After Effects, but sometimes it helps to start with what you know.

I would use use Iclone if I wanted 'real' action mixed in with animation for the web | tv | movies... but as Adobe products go the Premiere Pro and After Effects are better than Animate CC or Flash for this task
