I have windows vista and I am looking to get some version of Adobe so it's compatible. I purchased adobe elements 12 and it seems to not be working. Suggestions or advice please?

You certainly are not going to get information about OS requirements for an imaging program by posting in a typography forum. Repost in the Photoshop Elements forum and maybe you can get some advice there.
