Localization using Bitmap Fonts

Hello,

I am trying to create bitmap font for "HINDI" language.
I am using Lohith-hindi.ttf to generate bitmaps using the unicode range of character set for Devanagari Fonts.

But, as Hindi Language contains a lot of complex characters, ligatures, joint consonants etc,
it is not able to reflect the entire character set in the output generated.

Hence, the ligatures are not coming up.

I have searched a lot if different forums etc, but no luck.
Just wanted to know, is it possible to create Hindi Bitmap Fonts, which would convert a hindi string like this "दोस्त" correctly and not make it

I really have no idea, whether localization should be done with bitmaps or not. I am implementing this in one of the game I am making.
