There seems to be a lot of issues with version 22.3.1, I can't install it because it won't recognise my GPU and I'm not alone as it's been well reported both here and on the Adobe feedback forum among many other issues. System info looks fine, although you only have 8GB of RAM, but that been said you should be able to open images without issue, it seems a lot of people are having issues with the current version of Photoshop, you could try reverting back to version 22.3 from the Creative Cloud app.     ...
