System info looks fine, although you only have 8GB of RAM, but that been said you should be able to open images without issue, it seems a lot of people are having issues with the current version of Photoshop, you could try reverting back to version 22.3 from the Creative Cloud app.

Hi There are issues with Photoshop version 22.3.1 not recognising some GPU's https://feedback.photoshop.com/conversations/photoshop/ps-cant-detect-gpu/607682f11c425363485a1bcc You could try reverting back to version 22.3 to see if that resolves the issue, Adobe are working on a fix according to page 3 in the above link.

Hi You haven't mention what version of Photoshop you have, if it's version 22.3.1 there are issues with Photoshop not detecting GPU's Adobe are working on a fix according to this thread PS can't detect GPU In the mean time try reverting back to version 22.3
