System info looks fine, although you only have 8GB of RAM, but that been said you should be able to open images without issue, it seems a lot of people are having issues with the current version of Photoshop, you could try reverting back to version 22.3 from the Creative Cloud app.     ... This is technically possible, but it's an undocumented feature and it tends to be buggy. I would recommend you don't use it.
