Sorry you are seeing crashes. You have selected Mac and Windows in the OS tag, which OS are you on? Do you have any screenshots of what you were doing when the crash happened? I'm not seeing any submitted crash reports from you in our system. Also, try:
Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?

@Hunter Wade ,
One of the engineers noticed you have an optional NVidia texture tools plugin installed. Try holding down the Shift key when launching Photoshop. Click "Yes" when it asks if you want to skip loading 3rd party plug-ins. Does this improve the save times?
Another thing, have you tried middle or largest to see if this issue is the same?

Close your files. Go to Preferences > Tools... and uncheck "Overscroll." Reopen your files. Does it behave as you expect now?

Hi @franzipol ,
If the sys info hangs, that usually refers to a GPU issue, try:
Quit Photoshop
Navigate to Photoshop's Preferences folder.
Windows: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop [version]/Adobe Photoshop [version] Settings
Look for a file called sniffer-out.txt
Post the text from that file in a reply here.

Sorry for the issues @Hunter Wade , yes, we are looking into this to see what we can offer as a solution.
Testing your file setup here and the large 16 bit file saved as PNG in the steps you laid out in 50 seconds, the smaler file in 12.
Thank you for supplying your sys info, not sure why it was flagged as spam but we have removed the extras. Seems like a system issue since we are not able to reproduce, but will keep trying.

If you haven't done so already, please submit all Crash Reports along with your email address: https://helpx.adobe.com/photoshop/kb/submit-crash-reports.html That will help us diagnose the crash. Another thing you could try is go to Preferences > Performance and click on the "Advanced Settings" button. Uncheck Use OpenCL, restart Photoshop and try your steps to see if the problem persists.

Could you confirm that you only have ONE tab open with Ps on the web launched? Please quit your browser, restart and then open one window of Ps on the web and create a new document, then let us know if you see both place in the top menu dropdown as well as the icon in the toolbar on the left.

I am seeing the same banding issue and am checking with enginerring. For the UI issue:
Let's make sure we're in a default state and there are no stale setting somewhere:
Restore your preferences using this manual method:
https://helpx.adobe.com/photoshop/using/preferences.html#Manually 
Does it work correctly?
If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
If it does solve the problem, I would like to get the folder of settings to try and figure out what is bad with them.
