We have reviewed your email that you have utilized to post here and found out that your account currently has two subscriptions, One of them is Creative Cloud for Enterprise and the other one is Creative Cloud All Apps(Individual).
If you have multiple Adobe plans associated with the same email address and at least one is a business plan, Adobe creates separate profiles for each plan and gives each profile dedicated storage.

The document you are referring to is meant for individual customers. If you are the admin of an Adobe teams account, then a single license may only be used by a single user that you've added to the Admin Console.
What this document is referring to is how an individual customer can install an Adobe app on more than one computer.

1) You may edit the user information & hence update her email in the Admin Console by following the steps mentioned here, scrolling down to 'Edit user details '.

Hi there,
We understand that you want to access 2 different Creative Cloud Licenses on the same computer at the same time.
Currently, the only method through which you will be able to access both accounts on the same computer is by logging in and out of the Creative Cloud Desktop Application.
To log out from the Creative Cloud Desktop App, follow the steps mentioned below:
Open Creative Cloud desktop app.
Click your avatar (top right).
Click Sign-out.

Maybe you try installing Acrobat (Use the Creative Cloud Desktop App) on your work PC and try signing in with the same email address that you use for your Ps and Ai subscription.

The installation did not go through in the first phase due to the fact that when you were installing the Acrobat DC application, there are some components which are supposed to integrate with the MS Office suite, which is the reason MS Office apps were required to be closed at the moment of installtion of Acrobat DC.

Hi Ujjwal,
We do understand that you want 2 individual subscriptions to be billed together, but the accounts under the individual licenses are billed to the individual. There is no way to bill them together.
With the help of a Creative Cloud for Teams subscription you can consolidate all plans under one contract for easy budgeting.
Hence you would have to switch to a Creative Clouds for Teams subscription in order to bill these licenses together.

We understand that you need assistance with removing licenses from your Creative Cloud for Teams.
You can reduce the number of licenses during the renewal window. For example, if you assigned ten Creative Cloud All Apps licenses, and you only require seven licenses next year, decrease the license count to seven. You'll be prompted to unassign users before your anniversary date.

This could be due to a corrupt installation package or an incomplete installation
I'd recommend trying a fresh install, after cleaning out all traces. Use the CC Cleaner tool.
You can also try by using an alternative installer from here: https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
